Section A. Active Membership
1. Active membership shall be limited to those individuals owning an off road vehicle.
2. An active member shall have the right and priveledge of voting and also the
priviledge of holding office.
3. There shall be one vote per membership, and that vote shall not be fractionated.
4. Any member whom the club vies as objectionable may be removed from
membership by a two-thirds majority vote of the active membership.
5. No member, sponsor, or chairman of any committee shall have the authority to
commit the club to any action or function until approval is granted by the
Board of Directors.
6. Application for membership shall be in accordance to ARTICLE II, SECTION E.
Article II Dues, Finances
Section A. Active Membership
1. Membership dues shall be determined annually by the officers, and approved
by the active membership no later than December 31st.
2. Dues are currently $75.00 per year, per per active member.
3. Dues must be paid within 30 days of the due date. Members delinquent in
dues by 60 days will be dropped from the mailing list. Members
delinquent in dues by 90 days will be dropped from the roster.
4. Dues can be paid in 3 successive monthly payments if so desired. A payment
plan will be fulfilled within 3 months of the first payment.
5. Dues shall be received by the Treasurer upon approval for membership, pro
rated to the nearest quarter of the fiscal year for new members,
6. Due date for membership renewal is January 1st.
7. Dues, whether paid in full or otherwise are non-refundable.
Section A-1 Associate Membership (Sponsorship)
8. Membership dues shall be determined annually by the Board of Directors,
and approved by the active membership no later than December 31st.
9. Dues are currently based on a 4 tier advertising based schedule which are
as noted.
i. Bronze: $250.00
a. Sponsor's affiliation will be announced at all events held by
the organization and listed on any programs
distributed.
ii. Silver: $500.00
a. Sponsor's affiliation will be announced at all events held by
the organization and listen in any programs
distributed.
b. Sponsor's affiliation will be listed on a banner with all other
Silver Sponsors, to be displayed at all events held by
the organization.
iii. Gold: $750.00
a. Sponsor's affiliation will be announced at all events held by
the organization and listen in any programs
distributed.
b. One banner will be created for each Gold Sponsor to be
displayed at all events held by the organization.
iv. Platnium $1000.00
a. Sponsor's affiliation will be announced at all events held by
the organization and listen in any programs
distributed.
b. One banner will be created for each Gold Sponsor to be
displayed at all events held by the organization.
c. Four V.I.P passes will be given to the sponsor for each
event held by the organization.
v. Diamond: $2000.00
a. Sponsor's affiliation will be announced at all events held by
the organization and listen in any programs
distributed.
b. One banner will be created for each Gold Sponsor to be
displayed at all events held by the organization.
c. Eight V.I.P passes will be given to the sponsor for each
event held by the organization.
d. A wall plaque will be presented to each Diamond Sponsor.
10. Dues shall be received by the Treasurer upon approval for membership,
pro-rated for the nearest quarter of the fiscal year for new members.
11. Due date for renewal is January 1st.
Section B. Membership Year
1. The Membership year shall be deined as a calendar year, beginning on
January 1st, and ending on December 31st.
Section C. Finance
1. All expenditures in excess of $25.00 must be approved by a majority vote of
the active members present.
2. No active member, associate member, chairman of any committee, or
officer of the organization shall have any authority to expend or
commit for expenditurre, any monies above and beyond that
authorized by the membership for the designated purpose.
3. The President of the organization shall have at his/her disposal an amount
of up to $25.00 for any single emergency or occasion deemed
necessary by him/her. This shall not require approval by the
membership.
4. The signature of two officers shall be required on all checks.
5. The Secretary of the Organization shall have authorization to expend,
without pre-approval of the membership, any reasonable amount
needed to produce and distribute the organization's newsletter.
6. Reimbursment of any of the Organization's expenses shall require an
original receipt to be submitted to the Treasurer.
Section D. Application for Membership
1. Individuals applying for membership must acquaint themselves with the
rules and policies of the Organization, as well as its membership.
2. Upon completion of the above, the applicant must provide some information
about him/herself, as well as their off road vehicle (rig).
3. Dues shall be received by the Treasurer upon approval for membership as
described in ARTICLE II - SECTION A.
Section E. Application for Associate Membership (Sponsorship)
1. Associate members shall acquaint themselves with the rules and policies of
the Organization.
2. Each prospective Associate Member must submit an application for a fote
of the Active Membership. A majority vote shall determine whether or
not the applicant is accepted.
3. Annual dues shall be paid in full to the Treasurer upon acceptance of the
application.
Section F. Membership Records
1. All active and associate members will be required to have a current
membership application and biography on file with the Organization's
Secretary.
Article III Duties of Office
Section A. President (Formerly Commander)
1. The President shall preside over all of the Organizations' meetings. He/she
may appoint a delegate to represent the Organization at any meetings
or functions at which the Organization is represented. The president
may call special meetings of the officers, as well as the general
membership. He/she may appoint committees as necessary, and
shall act as ex-officio member of all committees. Upon the president's
direction, or in the president's absence, the Vice-President shall act
on the Presiden'ts behalf with full powers thereof, even though the
President may be present.
2. The president shall fill by appointment, and for the remainder of the current
office term, any vacancies that may occur among the officers.
Section B. Vice-President (Formerly Vice Commander)
1. The Vice-President shall assist the President in all matters pertaining to the
Organization.
2. When requested to do so by the President, the Vice-President will act on
the President's behalf.
3. Membership Director Duties shall be a function of the Vice-President, or as
an independent office appointed by the officers.
Section C. Secretary
1. It shall be the duty of the Secretary to keep true and accurate record of the
minutes of the meeting of the general membership, as well as those
meeting of the officers.
2. It shall be the duty of the Secretary to provide a meeting notice to the
general membership at least 10 days before any normal meetings.
3. If the Secretary is unable to provide a meeting notice he/she will appoint
someone capable to fulfill the task. If unable to appont the task,
he/she will contact the President.
4. It shall be the duty of the Secretary to produce and distribute the
Organization's newsletter.
Section C. Treasurer
1. It shall be the duty of the Organization's Treasurer to have custody of all
monies and titles to all properties and any securities held by the
Organization.
2. The Treasurer shall pay all expenditures of the Organization when directed
to do so, in accordance of ARTICLE II, SECTION E.
3. It shall be the duty of the Treasurer to provide a detailed financial report of
the Organization at each general meeting of the membership.
Section E. Land Use Coordinator
1. It shall be the duty of the Land Use Coordinator provide contact between the
Organization and the United States Forest Service and the Bureau of
Land Management.
2. It shall be the duty of the Land Use Coordinator to manage the Adopt-A
Road program, and report on any activities.
Section F. Webmaster
1. It shall be the duty of the Webmaster to maintain a current web site for the
Organization, and supervise its content.
2. It shall be the duty of the Webmaster to maintain contact with the host
provider, and report to the Organization any rate changes and new
policies.
3. It shall be the duty of the Webmaster to keep the website up to date and
ree of dead links.
4. It shall be the duty of the Wbmaster to keep the online calendar updated
with the Organization's activities.
The Webmaster shall maintain the ability to change or modify the web site's
contents at the request of the Board of Directors.
Section G. Event Coordinator
1. It shall be the duty of the Event Coordinator to provide at least 12 events per
year (1 per month). Events can be, but are not limited to: trail runs,
swap meets, clinics, repair sessions, guest speakers, or socials.
2. The Event Coordinator shall submit current and upcoming information to the
Webmaster and Secretary for posting.
3. It shallbe the duty of the Event Coordinator to announce the coming month's
Organization events to the general membership meetings, and be
prepared to answeer questions from the membership.
4. The Event Coordinator shall assign trail leaders/coordinators for events or
appont these duties to individual members participating in any event.
5. The Event Coordinator shall ensure that events include trail runs which
represent all levels of skill and terrain types.
6. The Event Coordinator shall poll members at the begining of each year as
well as during general meetings to get recommendations of events
throughout the year.
7. It shall be the duty of the Event Coordinator, or a representative assigned by
him/her to prepare or solicit a Chapter Report for trails.
8. The Event Coordinator will work closely with the Land Use Coordinator to
form work groups for trail clean-ups.
9. Events originated by members of the Organization do not neet consent of
the Event Coordinator.
Article IV Election of Officers
Section A. Nominations
1. Nominations for any office shall be made at the October general
membership meeting.
2. Any member may only accept nomination for one office.
Section B. Sequence of Election
1. Offices shall be elected in the following order:
i. A President shall be elected every odd year.
ii. A Vice-President/Membership Director shall be elected every
even year.
iii. A Secretary shall be elected every odd year.
iv. A Treasurer shall be elected every even year.
v. A Land Use Coordinator shall be elected every odd year.
vi. A Webmaster shall be elected every even year.
vii. An Event Coordinator shall be elected every odd year.
Section C. Elections
1. Elections of the officers shall be held at the November or December meeting of the general membership.
2. All officers shall be elected by a majority of those active members present.
3. New offices shall be taken on January 1st and serve a term of two years, terminationg on December 31st.
4. Persons elected as Officers of the Organization may hold only one ofiice during any term.
Section D. Impeachment & Recall
1. Any officer who is deemed objectionable to the Organization, may, upon
written complaint, be removed from office by a two-thirds majority vote
of the active membership.
2. Information on such a vote shall be supplied to each member by the
Secretary not less than ten days prior to the scheduled vote.
Section A. Schedule
1. One meeting of the general membership shall be held each month.
2. Meetings shall be held the first Monday of each month at 6:00 pm at The
Doorman LLC's shop (1155 E. C Street - Casper, WY)
Section B. Quorum
1. Active memebers present at a meeting shall constitue a quorum for the
transaction of business at any scheduled meeting.
2. One-half the active membership shall constitute a quorum at any special
meetings called by the President.
Section C. Order of Business
1. All meetings of the Organization shall be conducted in the following order:
i. Call to order
ii. Reading of minutes from previous meeting
iii. Reports from officers and committee chairpersons
iv. Old business
v. New business
vi. Adjournment
Section A. By-laws
1. These by-laws may be amended by a two-thirds majority vote, with a
quorum being present at any regular or special meeting of the
Organization.
Artice VII Parlimentary Procedure
Section A. Petitioning
1. Upon petition by 10% of the membership questioning, protesting any action,
or decision by any oficer, committee, or member, the officers shall
hold a hearing at the next officer's meeting. At this time they shall rule
on the matter, either on its legality, or advisibility. Upon further petition
of 20% of the membership on any action, the President shall conduct
a hearing before the active membership. The membership is the final
authority.
Section A. Requirements for Organization Functions
1. Intoxicated or otherwise impaired persons shall not operate any vehicle at
Organization events or functions. Furthermore, the Organization
assumes no responsibility or liability for the care of person(s)
intoxicated or impaired, or actions by them that may result in
accidents, losses, injury, or death while participating at an
Organization event or function.
2. There dhall be no display, or unnecessary handling or discharge of firearms
or weapons. Firearms and/or weapons are to be kept in a locked and
secured compartment in the owner's vehicle. Under no circumstances
are firearms or weapons to be carried on a member's person. The
Organization assumes no responsibility or liability for accidents or
injuries involving a firearm or weapon brought to, displayed or used
during an Organizational event or function.
3. All pets or animals must be kept under control at all times throughout the
Organization's event or function. Liability for pets or animals brought to
an Organizational event or function is the sole responsibility of the
owner or caretaker of said pets or animals. The Organization assumes
no responsibility or liability for their care or safety.
4. Children are the responsibility of their parents or legal guardians. The
Organization assumes no responsibility or liability for their care or
safety.
5. Vehicles participating in Organization events or functions must have a solid
steel cab or functional rollbar. Safety belts, or seat belts, or safety
harnesses in cunjuction with seat belts are to be provided by the
vehicle's owner for the driver and all passengers participating in an
Organization event or function. The Organization assumes no
responsibility or liability for accidents or injuries resulting from faulty or
inadequate safety devices or thier use or disuse by persons
participating in the Organization's events or functions.
6. The trip leader may refuse the participation of any member or guest of the
Organization if their vehicle is deemed unsafe. Particular trips may
have specific safety requirements, thich members and guests need to
review with the trip leader.
The trip leader may also refuse participation in Organization's events or
functions for the following reasons:
i. Member or guest is observed partaking in alchohol, or illegal
substances, or shows signs of intoxication or
impairment.
ii. Member or guest behavior is deemed to be reckless or
irresponsible or could endager the safety of
themselves or others.
7. The Organization assumes no responsibility or liability for accidents,
losses, injury, or death resulting from unsafe equipment or vehicles or
improper use of said equipment or vehicles used by any person(s)
participating in the Organization's events or functions.
8. The Organization assumes no responsibility or liability for accidents,
losses, injuries, or death resulting from the actions or inactions of any
persons participating in the Organization's events or functions.
